Out of School Children: A Country Report on Statistical Systems, Profiles, Barriers and Policies.

Background and Objectives

UNICEF and the UNESCO Institute for Statistics (UIS) has launched a joint Global Initiative on Out-of-School Children (OOSC) to renew efforts on this issue during the last five-year phase of progress towards Universal Primary Education by 2015. As part of this initiative, an in-depth research is being conducted in 25 countries across 7 regions where the problem of Out of School Children is more serious.

UNICEF is collaborating with CORD on this initiative in India. The specific objectives are to prepare a country report on the status of administrative and household based statistical system on school education with special focus on measuring OOSC at various levels and types of disaggregation.

The report will also analyze existing policies related to enhanced school participation, identify bottlenecks and develop context appropriate plans for improving and sustaining attendance rates.

Expected Outcomes

This report will feed into the Global Report on OOSC Initiative. In addition CORD and UNICEF will work with National Taskforce to develop a set of questionnaires for households and administrative surveys and field test them. On the basis of this work a harmonized set of questions will be recommended which will lead to reliable estimates of OOSC and other related variables.
