Baseline Survey – International Best Practice Exchange Leading to Innovation in SSA
This baseline survey has been commissioned by Save the Children India. Save the Children has initiated a three-year intervention to support the Government of India in achieving the quality targets of the SSA through an exchange of international best practices. The study is funded by the European Union (EU).
The objectives of the study are:- To collect baseline data to measure the impact of the intervention under each identified indicators (Refer annexure 2 for indicators) through both primary and secondary surveys
- Based on the baseline study findings, to produce recommendations for the effective implementation of the project
Scope of the assessment, processes and methodology
Assessment was done in five States i.e. Delhi (districts of Shadra Zone), Leh (Jammu and Kashmir), Alwar (Rajasthan), Keonjhar District (Orissa) and Medak (Andhra Pradesh.) and identified villages/urban wards from the intervened 625 villages/urban wards
This was a sample survey where the information was collected at various levels i.e. state, district and village level and covered various target groups i.e. families of the students, teachers, Management Committee members, local level committees like SDMC and PTAs, district level other Govt. Officials of SSA through various tools like Questionnaires, Interview schedules, checklists, Focus group discussion etc.
The indicators from baseline survey were arrived at from both primary survey and secondary sources like SRI reports, DISE etc.
The total sample was be 20% of the 625 schools, i.e. 125 schools, from the schools selected for the Save the Children’s intervention (a minimum of 20 in each district), thus giving some robustness to the data. The schools will be stratified by location (urban – rural, and blocks) and by type (primary and upper primary). Schools will be selected for survey randomly from each stratum.

The data was analysed to present the existing scenario of teacher cadre management, teacher training and school management in the sample districts. These were interpreted in the local context and in relation to state policy.
The final report for all states except Delhi, shall be submitted to SCF by March 2011.
